The Census Bureau maintains a list of jurisdictions that actually issue building permits. It covers more than 99% of new privately-owned residential construction.

Not cities
Among the top 500 authorities by volume, 28.2% are unincorporated county areas and 6.2% are whole counties. The largest single authority in the country is Harris County Unincorporated Area with 17,807 units — ahead of Houston's 11,878.

We surveyed 261 municipal data sources directly. Publishing a permit file is common; publishing enough to reconstruct which trades a project still needs is not.
